Yes, 300 meters was the distance for both Group and Score.The Group Portion was fired at a Standard IBS 300 yard Group Target, the Score Portion at a standard IBS 200 yard Score Target.were the group targets shot at 300 meters also

With regard to cartridge choice and the 6PPC dominating, I believe if all of the top finishers were shooting a well built, well tuned 6BR or BRA or 30BR, they would still be the top finishers.
Those are the guys that usually commit the most time to practice, tuning and attend the most matches throughout the year. It's pretty tough to top that, no matter which of those calibers you are shooting. They just happen to choose the PPC because that's their choice for the discipline they normally shoot.
