IBS Long Range Rulebook

Does it really make a difference whether the bag is 4" long, or 14" long? Look at the NEO. When you place a 3" wide forearm on the bag and add the 1/2" thickness on each side (side bags) you have 4". If you have a 4" stock sitting there , you now have 5". The difference is the modern NEO rest. It's adjustable. The bottom portion of the bag is more than 4" long. The side bags meet the 1/2" rule. Clearly, to the naked eye, a 3" wide stock sitting on the bag that complies with the 1/2" side rule is at least 4" long. A ruler and calculator isn't necessary. Looking at the old rules, a single front bag is referenced. At no time does it state the bag has to be one piece. The NEO and MAX with the 3 piece configuration is a single bag made up of 3 pieces. It is, never less, a single bag that complies with the rules. There isn't another bag in front of it, nor behind it. The SEB rests offer the competitor the convenience to adjust the bag for different width stocks. No more… no less. I can tighten the side screws on any rest that I have, and trap the stock, but I don't. Why would anyone want to trap the stock anyway? You certainly don't gain an advantage by not allowing the rifle to recoil!


I don't think that is completely true i have front bags made up with 1/2" ears and i can tighten the side plates as much as i can and it will not trap or pick up the rest at 22lb. jim

The time for these opinions to be considered was during the 30 day comment period following the passage of the "New Long Range" rules. In addition to previous efforts to include general membership response, after the Winter Meeting in January, we opened a 30 day comment period for shooters unable to attend the Winter Meeting. The "New Long Range" rules were posted on the IBS website. A comment form was posted on the website for IBS members to use concerning any errors, omissions or inconsistencies that slipped past the Long Range committee while drafting these rules. During this 30 day period there were NO comments from anyone on this subject. NONE! The time frame for changes is closed and no other alterations will be considered by the IBS via any form of oral comment or non IBS recognized method. Every IBS member has the option to initiate an agenda item. If a member wishes to draft a proposed rule change, goes through the proper protocol and meets the requirements associated, their proposal will be reviewed by the Long Range Committee. If deemed reasonable or prudent it will be voted on by the general IBS membership. ALL IBS Members, Clubs and Individuals are expected to become familiar with these rules, follow these rules and enforce them accordingly. We regret having to take such a stern position on this subject but the tone of this post, we feel, has become destructive to the enjoyment of the vast, overwhelming majority of IBS membership

Started the thread to let others know of the new 2016 LR Rulebook that was put in place and "effective immediately".

What has all been wrote in the thread since, is subsequent. Like the confusion of the amended rule, where the amendment says it one way but the new "effective immediately" rulebook says it another. Why wouldn't there be issue and confusions?

As to a 30 day comment period, this is the first I ever seen anything wrote about it, and I frequent the IBS website regularly. I also made 3 phone calls since your post, to others who also frequent the IBS website and none of them every seen such a thing either. You may want to consult with Dick on that one...

Like Stan, I commend you and Mike on the efforts to making a separate LR rulebook !.!.!
But I do not commend the re-writing and re-wording of rifle/equipment rules.

Wasn't what I wanted for rules, nor the direction I wanted them to go, but it is what it is.
Game changing times, building new rests and running with the now.

Donovan Like I've always said put your rail gun on the bench next to me and make me a Believer! I think if we all get together and have just one 1000 yard Benchrest rule book it sure would help the confusion. I.B.S. adopted Williamsport Rules back in 90's but if one changes and the other doesn't, now you have a problem.

Was all posted in the news section the synopsis of President Stover's minutes as well as a link to new rule book with a link under it for comments roughly on week after winter meeting

Temporary rule changes to become Permanent:
Amend rule book in Section VII.A.7 (Long Range) to remove requirement of 1/2"
clearance between a rest's sandbag container/retainer and any part of the rifle. Replace
with "A front sandbag must maintain 1/2" in thickness and must be the only means of
support at the rifle's forend".
PASSED by members mailed in votes: 210 yes; 19 no and 15 no vote.

2015 By-Laws and Rule Book Items:
BL #1 Amend Article IV Meetings, Section 1. Annual Meetings to add new item #5 to allow for
Comprehensive Updates to the Rule Book
Purpose: Currently, any rule changes must be done through the submission of individual agenda
items by the membership upon the receipt of 25 member signatures. This process, over the years,
has resulted in a Rule Book rife with inconsistencies and disorganization. This proposed by-laws
amendment would allow, for the first time, a way to undertake a comprehensive update to the Rule
Book.
Add new item #5:
The Rule Book may be amended and updated in a global, comprehensive manner by a majority of the Board of
Directors, provided it is recommended by a majority of the Executive Board of Directors. The minimum time between
comprehensive updates may not be less than five (5) years. Such comprehensive Rule Book updates shall not require
individual agenda items to be submitted. The initiation of a Rule Book update shall be by majority vote of the
Executive Board of Directors.
Jeff Green suggested the language in the proposed by-laws change be refined with a series of steps
to be followed as follows:
The rule book may be amended and updated in a global, comprehensive manner through:
1. Vote of the Executive Board to proceed with a draft update.
2. The affected discipline committee(s) name one or more persons to construct the draft update, and authorize
them to proceed to prepare the draft update.
3. IBS members that shoot the affected discipline(s) will be have a 30-day comment period on the draft update.
4. The affected discipline committee(s) will have a 30-day period to adjudicate the member comments.
5. The affected discipline committee(s) will recommend to adopt, or not adopt, the draft with the adjudicated
changes to the Executive Board.
6. The Executive Board will vote to either adopt, or not adopt, the draft update as recommended by the affected
discipline committee(s).
7. The draft updated rule book will be in effect for an one-year trial, and will be voted upon, by mail vote, by the
IBS membership.
8. The comprehensive updated may be done no more frequently than every five (5) years.

Same persons,,,, similar "fabricated" complains,,,,, again & again & from time to time.... they complained about the three pc bag before...then the dimensions & shape/angle... and now the side tension "is too high"........ next could be the base must be one piece, or in orange!

Take a look at F-Class shooting. Many, many SEB rests are being used. No one complains about whether someone is using a single one piece bag or a single 3 piece bag. Neither gives you an unfair advantage, nor does either put you at a disadvantage. F-Class shooting is growing by leaps and bounds for more than one reason. One being the enjoyment due to not having someone looking over your shoulder accusing you of cheating or having an unfair advantage, whether you are shooting open, or F-TR. We have modern equipment that helps to further accuracy without cheating. Seb just happens to be the leader with that modern technology with his front rest designs. It seems to be the old guard unwilling to accept modernization and change. When you don't realize those things, you place yourself at a disadvantage.

The only advantage of the Seb rest as I see it is the adjust ability built into the rest for different size forends.. My thing is just admit that the rule change is a change and allows bags with less then the required half inch ears.. I do believe rule changes are gonna always create an issue with the ones that feel it doesn't favor them.. I feel that guys want to use the Seb rest because they are well designed and made, not because a three piece bag gives better accuracy..

Ray the rule about the side bags is about not going up more than 1/2" up the side of the stock! H.G. and L.G. Now I'm going to confuse you more. The butt of the rifle because the bag is not in a container doesn't apply.

1/2" up 3" a cross = the 4", I saw it as a 1/2" min and max. What about guys that run rails?
