Considering Three 223 Bolt Guns - Buy vs Build - Recommendations?

If putting together your own rifle is an option, you could consider Competition Machines various chasses. Their mags are long enough for 6BR/XC - you could feed 80 grain 223 rounds from a mag. Most of the actions are for Remington/clones, but he's also got one for Tikka that's mag fed. There are long range, single shot versions for BAT, Barnard, and, even, Savage.
Basically, the chassis is $1K. A late model Remington action [~ $400] with a good $300 barrel and a Jewell trigger [$175] all gets you to less than the Master Piece Arms one.
 
Still - if I were in your shoes, I'd go online to the sites that resell target rifles - or even watch what is for sale on the sale forum on this site. I have seen some REALLY nice custom rifles built on BAT and other quality actions with the best of everything hanging on them at prices that were 25% to 50% off what it cost to build them.

I'd watch the theshooterscorner.com, Benchrest.com, the sale forum on this site, gunsamerica.com, etc. For example - there is a Farley-actioned 6BR, W/Hart barrel , nice stock and Jewell trigger for $$1,595.00 on the gunsamerica site right now. I have seen MANY .223's for sale over the years. People tire and want something different - want to get out of shooting or a particular discipline, divorce sales, etc.
As a general rule, fine target rifles are cared for a bit more than a factory rifle by most shooters in my own opinion.
