Tail, I haven't had any reason to order any ammo so I can't say I have asked any FFL that I know if he would receive it for me. I load all my rifle and shotgun ammo. I do order quite a bit of powder, brass, primers, bullets, wads though, and most places will ship up to 50lbs under one hazmat fee.

I personally don't make money on shipping. My SoftWare will calculate shipping (actual Postage only) based on the receiving address. I usually ship everything with "insurance" and "signature" required. Every service cost the shipper. These cost I usually absorb. Exception, a complete Rifle.
I don't ship any products in a envelope or a padded envelope. Too much chance for damage to the item. Boxes are the only way.
Some companies have a shipping department, which includes employees, shipping supplies, etc., which may be a somewhat answer to your question. Every company operates differently.
