Since you are taking an unaltered action to do your testing, you have no idea what you are testing.
Grab a dozen off-the-shelf actions, and you'll likely come up with inaccurate, or less than ideal, measurements covering different areas and to different degrees in each action.
So any "testing" would be completely random.
When "blueprinting" an action, you are working TOWARDS an ideal goal. If testing for "inaccuracies", how do you test AWAY from that goal, and know that any particular factor was the one that may have affected a group?
I think I know where you are going though with your thinking.
A possibility is to roll the dice and take your chances.... buy a 700 action (or rifle and strip it), then have your 'smith of choice take a few measurements. If "close enough", go ahead, barrel it up, and go shoot. You likely won't win every time, but depending on what you are doing, may be competitive enough to have fun. If he finds something way out of whack, pass on using that action, or just make it into a minute-of-deer rig.
You will save the cost of having any truing done (though will have some smaller amount involved in paying your 'smith to check it out), and may find a perfectly acceptable action in the process.
