Help Needed with Precision .22LR

Beautiful rifle and very nice bedding job. Very interested in the outcome. But regardless, you can be assured that the lockup between the action and the stock is solid, so there should be no movement.

If you still are having flyers I would be interested in seeing what happened if you 1) change scope and 2) remove the tuner.
I am going to shoot the first groups without the tuner. I have a Sightron 45x45 that I can also try If I still have flyers. I am also going to use the single shot sled now that I have made it easier to use. I have SK Standard Plus, SK Rifle Match and Lapua Center-X to try.
 
I shot the Bergara B14R today after the bedding job. IT SHOOTS! Here are the 50 yard groups without the tuner. I got a late start and the wind picked up late in the day so I did not get to try the tuner. The wind was 5-10 mph mainly from 2:00. Shot these without wind flags. Shot at 50 yards.

Well the mystery continues. I shot the Bergara again today, clean barrel (Pro Shot One Step, no brushing).

First target, 50 yards, the number indicated the order shot. Note the "flyers" on the first two targets. Each is 25 fps higher than the other four. Note that the 1st shot flyer is gone by target 9 (72 shots total). I will go back and look at targets 3 through 7 to see if there are any First shot flyers.

Here are groups 3,4 &5. First shot flyers are usually high or high left.

Edit: Group 3: First shot (left) was 1093 fps, remaining nine ran 1074 to 1087.
Group 4: First shot (left) was 1094 fps, remaining nine ran 1064 to 1084.
Group 5: First shot (high) was 1095 fps, and shot three was 1100 fps. remaining were 1080 to 1092

Targets 6 & 7 are a series of three shot groups (27 shots) where I was working with the tuner so it is hard to tell if there were first shot flyers.

I did notice the groups opening up after approximately 80 shots. Maybe the barrel just needs to break in some.
 
The Labradar worked great today with the Piet external trigger. No lost shots and only one false trigger. I put the trigger on the barrel (magnetic) just in front of the action. Setup was: Pistol, trigger, trigger level 2, 6" offset and sitting 6" behind the muzzle.
 
How long are you waiting time wise before shooting the next group? The higher velocity shot on the clean barrel makes sense, the rest don't.

Long enough to check the chrono, make a note on the next group and reload the mag. Maybe 1 or 2 minutes.
 
I had a rifle that would do this after a 10-15 minute wait. A fellow silhouette shooter (and national champion) has a top of the line custom barrel that does this as well, but like mine after a 10-15 minute wait. Sorry I couldn't be of more help. I think our issues are in the chambering.
 
I am not familiar with that particular rifle, but in my rimfire days I found that the chamber made a huge difference in grouping, the match chamber, being tighter, required a push to engrave the rifling.
