Okay, take this for what it is worth, this is what I do.
1. deprime brass (not necessary before annealing)
2. Anneal the brass
3. Size brass (you can deprime with this step)
4. I use a rotary tumbler, no pins, with the Frankfort Arsenal "packet" (looks like dishwashing powder)
5. Trim brass (using no pins I haven't noticed any dinging on case mouth) if you had any dinging this will take care of it.
I don't clean every time (maybe once every 5 or 6 firings) this is a good way to inspect the brass when it is clean!
 
This does not need to be complicated, and you don't need secret solutions or cloths. It is very simple, a few twists with 0000 steel wool removes the carbon residue. I have been doing this forever and it works very simply and effectively.

There are a few things I really feel that are essential in reloading bottle neck rifle cases and removing that carbon build up on the necks is one of them. You DO NOT want to run unclean cases in your sizing dies. If your tumbler removes it, fine, mine never did to the level I felt necessary.
 
NevR Dull is very good. That’s the route I’d go. It cleans just about anything metallic and leaves very little residue.
I have never dull, used to use it on Harley side cover to make them look like chrome. On brass you then need to clean the never dull residue off. That is the reason I wash them and I'm done! No cleaning off the cleaning stuff! Washing in the tumbler does not damage brass!
 
I’ve been using this little tool to clean the neck and shoulder before annealing it’s quick and easy but I wasn’t getting the results I was looking for, Now I just chuck my brass in case holder and use a piece of 3M pad, kinda PITA but brass comes out squeaky clean
I don’t clean inside my brass, let the carbon build up for lubrication.

It is best to just remove any debris. Just a light rub/twist with some fine steel wool works just fine. Don't over think the process of a super clean case. You could also tumble in media the cases prior to Annealing if you want to also.

Thanks for your email. Cleaning makes no difference to annealing either way. We do find that brushing inside the necks after annealing does assist with more consistent bullet seating pressures.
 
I knock the carbon off of the outside of necks with a piece of steel wool before sizing. After sizing, I sizing, I spray the brass with isopropyl alcohol and wipe them off with a micro fiber rag. That’s about all the cleaning my brass ever gets.
