I don't wait for those non-reloaders on "my list" to ask. If I see ammo, I buy it, and give it to them. Do I expect anything in return? Not at all. Do I receive in return 10x? Heck yes.
These are the kind of people who remember, and that goodwill goes a long way.

Yep. Have had the same. To two of them I have said, "I cannot give you, but I can sell to you. We have to meet at a gunshop, file the proper ATF forms and then it's yours." And... they backpedal. Edit to add, one admitted he would not pass a BG check.

Back in 2013 I learned. Gave away a bunch of 22LR and 9mm, with the agreement, "pay me back when it's back in stock." Not a single bloke did.
I would take people shooting with me - we'd go through 200 rounds of 223, 60+ of 308, 338 Lapua (they loved that one!), 338 Win Mag & 7 Rem Mag (most cannot handle the recoils of those).
Do you think a single one would *ever* offer or give money? Not one. Was I miffed? No - I reload, but I was surprised. Hence, they were only invited ONCE.
Fast forward to 2018, ammo is cheap, plentiful and readily available. Get special permission at the club, take four guys shooting. Shotgun, AR, pistols. One of the guys says, "wow, this must have been expensive..." and they all whip out their wallets. These are guys who would probably love reloading.
