As I remember, what is illegal is: Semiautomatic, with any of detachable box mag, collapsable stock, pistol grip.
That said, you can buy a stripped lower - because it's none of the above.
While putting just a pistol grip on a lower still isn't anything without an upper, because it's so easy to attach an upper, I would imagine that, if discovered, a lower laying around with a pistol grip is going to be, by default, considered an unregistered assault weapon. [Sorry for that long sentence]. I would think it would be up to you to prove otherwise.

Correct,some folks stay with detach mags and have to use spurs or fins instead of the pistol grip . You can also use some funky stocks that are " New York compliant" .Ah, right.
