saw the article in yesterday's bulletin. can we buy a complete lower even if it has a pistol grip? thought I'd ask here first before going to a dealer and asking.

As I remember, what is illegal is: Semiautomatic, with any of detachable box mag, collapsable stock, pistol grip.
That said, you can buy a stripped lower - because it's none of the above.
While putting just a pistol grip on a lower still isn't anything without an upper, because it's so easy to attach an upper, I would imagine that, if discovered, a lower laying around with a pistol grip is going to be, by default, considered an unregistered assault weapon. [Sorry for that long sentence]. I would think it would be up to you to prove otherwise.

Yes you can, when you attach it to the upper is when all the rules start to apply .
You can own an AR with a pistol grip as long as the magazine has been pinned .

It's: Semiautomatic rifle capable of receiving a detachable magazine AND one of several characteristics - including a protruding pistol grip or folding or telescoping stock.
Correct,some folks stay with detach mags and have to use spurs or fins instead of the pistol grip . You can also use some funky stocks that are " New York compliant" .
What about belt fed upper? Technically not a magazine.
As a disintegrating belt, yes, that would be unlawful because such a belt can be "readily restored or converted" to any length" .

If I ever had to ask the question I would take a look at relocating. That’s tragic. Is that common out there?

yeah, I keep looking to do that. unfortunately wife vs. guns always won by wife.
Yeah, Not judging. I just can’t imagine. I hope my state maintains the current level of laws or scraps a few.
