Who made Herter's 264 Win Mag brass?

The box says Finland. Could it be Lapua? I bought it, regardless. For the price, I couldn't pass it up.

Sako has an ammunition plant underground at their factory in Rhiimaki. At least they did when I visited in 2004. Most of what they make goes to the Finnish military. Some is sold on the market there in Finland and in Sweden over the counter.
The ammo I hunted with on that trip was 300 WSM 180 Hammerhead load. Shot very accurately.

I have 2 old boxes of 6.5x55 Herters brass that have " Made in Sweden by precision craftsmen" on the box. 264 Mag brass maybe not. Barlow
