What Do You Do When You "Hit A Wall" With Your Accuracy Performance?

The odds of it being rifles that wont shoot are roughly 1/10x1/10x1/10x1/10.......out to how many now? Call it one in 100,000. Hire Tony Boyer, save $$$ in the long run.

I disagree.
All it takes is a crappy scope, or really bad resting, used between the guns, to do it.
And there is no way 'shooting technique' causes 1MOA at 100. Shooting is just not that difficult.

Someone mentioned a 6PPC.
With one easily capable of 1/4moa, you don't need Tony Boyer to shoot 1/2moa(which would still be 100% bad).
You could switch hands, lay across the butt stock, grip & rip, shoot off a loose brick pile, cross eyes, close either eye, in hurricane conditions, and you could not cause 1moa at 100yds from that gun. I don't know, I'm reaching here, autistic shooting maybe?

I think what he holds common is bad shooting systems, for sure. Something really cheap every time, across the board.

So what all of this means is that I need to find someone who has a proven rifle system and shoot it see if I can perform at least close to the capability of that system. Whatever the results, I will know the weakest component in my shooting process ie: equipment or my skills. If it is poor skills I need a shooting coach and if it is equipment I need to cough up some sizable bucks and get a 6PPC bench rifle or such. Am I anywhere near the mark on this?

You can pick up a 0.25 MOA rifle (usually 6PPC) for around $1500, sometimes less (not counting scope). Often these come with brass and dies. You have to be prepared to turn necks (or buy prepped brass), and to use good loading techniques, but nothing will teach you how to shoot quicker than a rifle capable of putting every bullet in the same hole at 100-200yd. If every bullet DOESN'T go in the same hole, you've done something wrong (usually a bad read on conditions). Thrown shots are never the rifle's fault, which is why you can learn faster with an accurate rifle.
