runout question for lapua brass

I loaded up some test loads with the Virgin lapua brass,I have one that reads .015 runout measuring off the bullet,still safe to shoot?
Looks like it's coming from the neck

If by safe to shoot, you are referring to the .015" run-out, let her rip. There may be other issues I am not aware of :D
 
Even out-of-the-box Lapua brass may have significant case neck runout. After you fire form it will improve. After that, start looking at your dies and bullet seating technique with an eye to bullets that are cockeyed in the case neck. This has been my experience with just about all new brass.
 
i recently shot a half MOA 5 shot group @ 200 yards with lapua brass being out by .05-.08.! I was stunned! 88 bergers with a 1-12 twist.
 
I noticed that the outside of the unloaded round measured .338 outside of neck,after seating bullet it measures the same

If both before and after seating a bullet, measured neck diameter stays the same, then there’s practically zero ‘neck tension’ providing grip on the bullet, perhaps held in place solely due the bullet’s cockeyed enough so attitude within the case neck to result in that .015” of bullet runout.
 
i can push down on the bullet very hard but it doesnt move,so i suppose there safe to shoot

Those two measurements should not be the same. What are you using for a die? Also do you use a caliper, or zero to 1" micrometer for cartridge case measurements?
