I would get the stock first before getting mounts and rings, to insure the right height for a good sight picture. The older I get higher is more comfortable.

Do they come off of the base? I'm not familiar with the Leupold setup.

Yes, they come off the bases. Remove the tops and scope. Loosen the windage screws on the rear base. That will pop off. The front ring turns counter clockwise 90 degrees and pops out.
