Each State's Committee selects what they fund within the established criteria. Committees are comprised of representatives from each FNRA event in your State; that is who you need to talk with.Our club just had a grant denied by FNRA. We requested funds to have security cameras installed so we'd have video footage if there was ever an incident. Their reason for denying it was it "only benefited the club and its members, not the general shooting public." I'll also add that there are no public ranges in our area.
Yes, one of the criteria is benefit to general public. Funds availability influences decisions also.
