NICS CHECK: Delay. Why did it happen?

I worked for a dealer for 11 years. Have run thousands of checks. There is no rhrime or reason in the delay process.
But here's the worst one I ever had:

Army, full Col. Has mega security clearances. Gets delayed. WTF?
He waits a few days and I get a DENIED response from Nics. I call him to inform.
He's really missed off. I tell him I agree, but all I can do is give him the appeal process. He is concerned about what caused the denial affecting his security clearance. He says he's getting Army CID involved. I asked him to let me know what happens. He did.
Turns out that his SS number was ONE DIGIT away from a felon. Well so what!
Different name & number. FBI told CID that was the reason for his denial.
CID told them it was B.S. and that they had violated his rights. Next day FBI calls me, reversing their decision.
This is a true story. Goes to show how effed up the FBI/NICS can be.

My friends NICS check always goes through before he's even done filling out the paperwork.

I however almost always go to "research". Even my CCW permit at the sheriff's office.

I'm an FFL.

A gun show buddy of mine who works for the Feds in the IT field, told me the following:

If there is a glitch in the computer system which feeds the NICS, the NICS will return a "delay" until the information flow is corrected or gotten around. In other words, there is an interface between the FBI/NICS criminal records computers and each State's criminal records computer systems. If they don't talk in real time, YOU get to suffer the delay.

My argument with the NICS system, and these mandatory "background checks", is that it presumes that each buyer is a criminal FIRST and makes him prove he isn't one before he can make his purchase. That is upside down and inverted from what it should be. Unless the FBI can "prove" in real time that a buyer is "under indictment" for example, the buyer SHOULD be presumed to be legitimate.

Free men have Natural Rights. The Right to Arms is primary among them. It is as fundamental as a man's right to breathe.
