Is a Federal License required to work on guns?

If as Alex has indicated I would need a 07 FFL and pay the ITAR fees, then I assume this would also allow you to buy and sell guns along with work on them and build barrels for sale to others. Not sure what the costs associated with all but would be worth looking into.
yes you can buy and sell guns with an 07 ffl. ITAR is 2000.00 per year
 
I wonder what the rules are if you do it for free as the owner stands there with you helping.
 
With my 01 all I can do is replace factory parts with factory parts, not even a trigger tune up.
 
The more these threads come up the more the libtards have to go from. They used to think once you shoot a hi capacity magazine up it is no good anymore. Watching the news after that talking point taught them that grandfathering hi cap mags wouldnt get rid of them once theyre spent. Sometimes its better for us to not give them ammo like can you imagine rachel maddow talking for an hour about these underground gunsmiths in dark alleys working without a license, modifying those evil assault rifles to accept the chainsaw attachment and the fully automatic bump stock?

On subject: All I want to do is make stocks. The guys in Washington want me to pay them for the "right" to sell a few. I'd rather give them away!
There is always the barter system! Although I don't have anything to trade for one your nice stocks!

As I understand it (and I'm sure someone will correct me if I'm wrong)- you should be okay if you stick to stocks. In order to do it legally, though, you can't do final inletting and bedding unless the owner of the rifle is standing right there the whole time his rifle is in your shop. You can't "take possession" of a firearm for business without the proper FFL. That said, even if you do everything right, the burden of proof is on you if the ATF decides to make an example of you, and you are at the mercy of their on-the-fly interpretation of the law, regardless of precedent. And you are no safer giving them away than selling them, if an agent decides that you are "in the business" regardless of profit or loss. That is why I've been out of the biz for decades. I've never had an FFL, and have no interest in having my name in that particular database.

I don't think a stock qualifies as a firearm and certainly doesn't require a FFL to sell. As long as you don't see or touch the serial numbered part known as a firearm I can't imagine why you would need a FFl.

Just sayin,and no disrespect to anyone but...

If the ATF or any "anti" group thinks,or considers gun plumbing or stock making as being any sort of sophisticated machining operation.....they got a lot to learn.Sorta like;my kids can't wear a Remington or Winchester shirt to school but a P&W sine bar lathe,silk screen is OK?
 
Ok then! I'll modify it! Tell me what I need to be "compliant" and legal. What's wrong with recoil pads, tho. My shoulder is sensitive.:rolleyes:

anti gun politicians dont care about that they just use any backdoor method they can to futher their gun grabbing goals
 
Hoz,I realize that....and heaven knows we're knee deep in PC doodoo but,at some point in time laws such as spitting on the sidewalk lack any real meaning?

Why aren't there warnings on a bag of M&M's about it being a choking hazard?And would that be the....pce of candy or the bag?Or in my case,when the wife finds out somebody ate them all.

There's probably some fancy word for it? desensitized or something.

He can as long as he doesn't have the firearm (the serial numbered part) that is classified as a firearm. ITAR has nothing to do with the BATFE. ITAR is administered by the US State Department and regulates the import and export of weapons of war.

Because the rifle(serial numbered receiver) is considered the firearm and is regulated by the ATF. A stock is not a regulated item by the ATF. ITAR has nothing to do with ATF regulations, it deals with import and export of weapons of war and is administered by the State Dept.
