Help Needed with Precision .22LR

I shot these three groups back-to-back today. Note the flyer in each group at 12:00. The flyer was always the first shot. I cannot figure what the cause is.

The rifle is a Bergara B14R with a Harrell tuner. The ammo was Lapua Center-X. Distance was 100 yards. The groups were shot from a front rest and a rear bag.

@skeeljc I never found anything specifically to cause first round "fliers" ... 'cept maybe 1st round of the day...

I don't believe in "fliers"... other than shooter error, or wind.

Have you done full ammo / lot testing?
 
Good point about foreend stop, or issue with rest.

Way high placement of flyer in each group suggests something mechanical or your scope. I would also remove the tuner for starters to ensure there is no issue there. Check your action screws, fit of recoil lug. i would try with a different scope to rule that out.

If it was the first shot every time... that suggests something moves after initial recoil.

Also do you have a swivel stud or rail on your forearm that might be contacting the rest?

How long between groups.
Do you clean before shooting each group.
describe your procedure of your shooting style. Reason I ask all the fliers are at the same level

How does the groups look at 50-yds.? did you tune at 50-yds. first? without knowing what it can shoot at 50, especially the ammo lot it will be rather difficult to get or expect good results at 100yds.

I did tune at 50 yards. Lapua C-X was really good at 50 yards so I moved onto 100 yards.
If you tuned at 50 and you had consistent results, notice I said consistent meaning not where it will shoot some wallet groups, but average 0.250 or better for say 5 consecutive 5-shot groups.
if it can do that then, from my experience at 100yds. it is all ammo performance. and reading the conditions.

I have Lapua CX lots that were tested at Lapua that shot under 21mm @ 100m for 10-shots the best did 18.54mm this is all 10-shots and measured oto.

Looking at the pictures of the 3 groups, the 290 setting shows promise as it shows vertical. have you tried adjusting by 1-click out at a time from that 290? could be just a matter of 2-5 clicks further will remove that vertical.

something in your bench setup that needs a shot to settle in? rear bag?
forend up against the stop the same?
I agree along this line. Do you load/shoot 5 rounds from the magazine in a group? Then remove/reload magazine, disturb rifle in bags, reset your shooting position, move line of sight to next target and then shoot the next group. If so, it looks like your set-up (you and gun) needs 1 shot to resettle.
 
I really think the "flyer" is equipment related, not tuning. I do remove the magazine, reload 5 rounds and shoot the next group. I am using the same front rest, bag rider and rear bag that I use for my .223 and I do not experience anything similar there (it shoots consistently sub 0.5 MOA).

I will try single loading it.

I cannot imagine how the magazine could affect accuracy. It appears to be controlled feed. The rifle has never failed to feed in 500 rounds.

The feeding from the mag can scrape the bullet and cause flyers. During slow fire comp, feed single and get a single shot adapter.
 
I have an old Hermann Weihrauch single shot target rifle; if I shoot somewhat continually, it does pretty reasonably at 100 yds (couple of inches? I use cheap ammo for the most part. Lapua doesn't fit my budget.) First shot of the day, or the first shot after say 20 minutes of down time, always goes low right by 3 or 4 inches. Never have figured it out.
