They would just need to allow them in all classes and leave it up to the competitor to use as they see fit. No need for another class. No different than a muzzle break or sling, as long as weight is included in overall rifle weight.
Many of te rules now can and are excluded in the match program and these get approved by the NRA for registered maches. In no way am I saying THIS rule should be treated like, say, .9.1 though.

I have rifles with recoil compensators and rifles that I shoot in F/Class competitions which do not.
Do you think they would do something that simple ? ;D
