FWIW I have a 21st Century's shell holder and at least with the shell holder I received from them it will size set the shoulder back considerably more than my Lee or RCBS holders will if the die contacts the shellholder.

A good sharpening stone will make quick work of a shell holder that needs a little taken off the top.

I have had them do the same thing with dies over time, and some even brand new that you need to trim down so they will bump the shoulder back far enough. Both of the times they were Lee dies and ever since then I switched to Forster and haven't had an issue, the actually have room to move down over time if you need to vs the Lee which bottom out on the shellplate unless you grind/mill them down some.
