Battling rust in an odd place.

I have one of the original Neil Jones powder measures. This was back before he made them out of stainless steel . This one is made from tool steel and not sure if The finish is blued or something else. The problem is with the inside below the powder bottle adapter. When u remove the powder bottle, there is a fine layer of rust in this area. Any thoughts on what I might coat this interior surface of the measure with to combat this rust ( if anything). I have a dehumidifier in the area and keep it set at 45%. Neil Jones commented that the powder could be contributing moisture to the issue.
Whatever the coating, it cannot contribute to powder contamination. Thanks for the thoughts.
 
A picture would be great to make sure we are all talking about the same thing, but if it is this area

I would think that someone would be able to cerakote that area successfully (with disassembly and masking, of course).

How about that Neolube stuff. It's just graphite. Not sure about its rust preventing abilities.
Clean real good and make sure it's very dry. I would paint with a light coat of varnish or clear gloss Polyester. I wouldn't want anything like a lube coating on the surface. A powder won't prevent rust. I was involved with corrosion studies at work. One thing I learned was that if a panel of steel has a very tiny amount of moisture on it. It can rust under almost any oil coating. I have been spraying my dies with WD-40 Anti Corrosion after use.
