Does powder coating change the scale for optimal BHN in lead rounds?

So i see optimal numbers all over the place for the Correct BHN to use in a 45acp. A BHN of 12 comes up a lot up as far as 16. I am thinking that the 12 hardness would be more that sufficient when powder coating, as the bullet would be fully covered from leading and still be soft enough to opterate correctly. What say you??? I know this area is still being explored and thoughts are welcome.

I powder coated some of my bullets for IHMSA pistols but the extra thickness of the powdercoat really meant i would have had to get new bullet molds slighty undersize as I wasn't comfortable sizing them down through the lubesizers.
Certainly meant a cleaner bullet making process without bullet lube. One thing I didn'yt ever check I must admit though was the BHN after "baking" them for 20 minutes.

I'd be interested in the answer you get.
