I bet he could sit there for days and not pay a dime. The bigger point he's making is true - go buy a remchester and some factory ammo, and you'll be lucky to have a 1 MOA shooter.

That said, it's not that uncommon to find *some* rifles with *some* ammo that can. Hardly a hoax.
A big point to make here is people always assume their rifle and skill set is better than it really is. A few years ago we had this exact conversation at our deer camp and I said I had $50 to anyone who can shoot a 3 shot group at 100 yards of under 1.047 (1 MOA). The stipulations were it had to be the first three shots when they shot the rifle. We had 10 guys, including myself, at camp; and 6 guys took me up on the offer. We went out to the pole barn and they had a great indoor shooting table, with a nice front stand and even a solid rear Protektor bag. Nice mix of expensive hunting rifles, including Browning, CA, Remington, Weatherby, Savage and even a Tikka. Needless to say, I left with an extra $300 in my pocket that day. Smallest 3 shot group was a 1.25” group shot by a .270 Weatherby Magnum (a bit surprising that rifle won, but he was the person I’ve always thought was the best shot of my buddies). Largest group was a 2.28” group shot by Remington 700 chambered in .308 win.
Point is, everyone thinks their hunting rifle can shoot better than it/they can.

Interesting. Not within the scope of this post, but I find “of all things” quite interesting.
I have a few. Naturally they are all hunting rifles. Bought them all new. I lived in Montana at one time. One is a 257WM. Came with a target with 3 holes in it signed by the shooter who had an unpronounceable Japanese name. Easily moa.
Now finally the point. I never shot 5 shots through it at any one sitting so no clue what it would do. I did shoot as well as the Japanese guy with my hand loads.
The thing is this is a hunting rifle. The only one I’ve ever owned that will put a shot dead on through a cold clean barrel. Every time. And no, I won’t put 5 shots one after the other through that beautiful blued skinny barrel. It gets hot in a hurry and mentally that upsets me. I’m not a metallurgist but those 90 grain bullets are screaming.
Is there a flatter shooting cartridge? Not sure but I did hit something’s at quite a distance.
Haven’t hunted in many decades but I still have it and for its purpose I’m ‘of all things’ a Weatherby fan.

I've never shot factory ammo through one, but hand loaded ammo shoots .5 or better in every Sendero, VSSF, 700 that I have/had. But factory ammo is garbage. If you really care about accuracy.

And was the first shots through a cold barrel?
Why? Because the guy that won was shooting a magnum round. I figured the .308 win, or the 6.5CM out of the Tikka or CA would shoot the smallest group. And yes, all cold bore shots counted.

I'm surprised that the Sako series A,B,C 461 Vixen Varmint / Benchrest rifles in 6PPC and 22PPC hasn't been mentioned yet. Maybe I missed it. They were factory rifles and factory Sako ammo was available. I've owned 4, and all would shoot under an inch.
 
I had a Sako 85 with a heavy varmint barrel that consistently shot 5 shot groups in the low .5s with several different loads. It especially liked the Berger 155 VLDs which delivered 5 shot groups in the low .3s, beautiful wood stock and standard Sail trigger. Gave it to my son as a Christmas present and between him and I it has delivered 5 or 6 Wyoming antelope.
