Jackie, that looks like a Hart base with a first model Hoenn top modified to take a conventional bag. I have one of those tops, as well as the later one that was designed for a regular bag. Mind if I steal your idea?

Actually Jackie made the top from a lathe compound. I copied him several years ago, but gifted it to a friend to test fire rifles that he worked on in his gunshop.
