Where would you go from here?

That gun may want 90 grain bullets.
Seating depth fine tunes velocity for a given powder/bullet load. There is a range of acceptable seating depths for a given powder and bullet combination just like there is a range of powder charges for a cartridge and bullet combination. It can be sort of confusing. Look at Cortina's post on here (It's a long one) about testing for long range at 100 yards. I tried it while breaking in a barrel. It seemed to work. Finally got to 300 yesterday just adjusting seating depth and using the powder charge gleaned from using the Cortina method.
After 18 shots (adjusting all the while) it produced 3 sub 3/4 inch groups @ 300, back to back.
Once again read Erik Cortina's post. It worked for me.
 
Where I would go:

1. Find a precision shooter in your area. Someone that shoots compeitively.
2. With their help, give the barrel a thorough and correct cleaning.
3. Work with them to develop a baseline load.
4. Go to the range with them and both of you shoot the rifle.

The 25-06, in a light rifle like the T-3, is going to be a handful. Patience will be required.

If you don't have access to wind flags or know how to use them, a trick that helps with hunting rifles is to shoot at 50 yards rather than 100. Wind drift is not linear by distance. It is a square rule. So, 2 times as far, 4 times the wind drift.

Make sure barrel is free floated, do not shoot it hot, tighten action screws and scope mounts, make sure eyepiece ring is tight, use a front rest instead of the bipod, check bullet run out. Barlow
