I have a rifle that it's impossible to touch the lands and still leave a reasonable amount of bullet still in the neck. Therefore I merely load to Magazine Length.
What, as a general rule would be a good neck tension to make up for the bullet not being held back by the lands while the powder charge is "building steam"?
I'm not too concerned about the bullet moving as it's a bolt action and the rounds chamber nice and easy.
