What causes groups like this ?

I have been through a couple stocks and a few bags to try and figure out what my problem is. I guess next step is ask you guys and/or let someone else pull the trigger on it

I built the rifle (6xc) with a bergara hmr stock and used cheap sandbags from midway that don’t squeeze at all and the rifle shot very well both close range and at distance 500-600 yds. I don’t like the flat bottom stock so I purchased a krg bravo and a crosstac squeeze bag. But I can’t figure out how to drive it for the life of me. I have been using Harris bipods up front for both stocks. I’m sure nothing I have is ideal.

Nevermind the poi between the 2 targets I made a scope adjustment between them.

When you go to post pictures there’s a option button, it defaults large but in many instances the site can’t process that many pictures so in options resize the pic to medium or small then send

Check everything mechanical, is it a proven scope? If that all checks out I would start by switching primers then powder and .005 into the lands.
 
With the setup you've described it is shooting pretty good.
When we’re shooting steel at our home range from 500-660 yds we all use bipods and rear bags of some kind because of the change in elevation of the targets as they are in a hillside. I have shot killer groups with other guns at 100 with bipods and a rear bags. I can’t help but wonder if it’s me not being consistent or wrong setup all together. I’m careful to not use much cheek pressure on the riser. I have never loaded my pods on a bench, but have when shooting prone. Should I be using firm shoulder pressure or just a light touch. This is from a 223 in a traditional wood laminate savage stock shot just before the 2 xc groups It’s a 5 shot

I am not an expert but I always thought the more body parts you have touuching the gun the more variables you have. I use zero cheek pressure, thumb doesn't go over the stock, rifle butt in the hollow part of the shoulder so the butt doesn't roll off of the shoulder bone on recoil. I use a Harris bipod and have to reset the legs locked in a foreward position after every shot. I mark on the bench with a magic marker the bag and bipod leg location. It's a varmint hunting rifle. I slide the rifle back and forth a little and see of the cross hair moves vertically. If they don't the bag is out of alignent and needs to be rotated a little so the cross hairs move vertically. Do you flinch? Can you see the cross hair move on the target when the gun goes off? Have someone load the rifle for you so you don't know if rhe chamber has a shell in it. When you pull the trigger on an empty chamber or a fired case you will know if you have any unwanted reactions.

I built a 4" Long x 1.5" tall ( Tapered ) x 5/8th Wide ( V-shaped, at Bottom, W/ rounded edges ), Oak, "Toe Tracking Runner" for my, Leather Protecktor Bag that, Runs almost Paralel to the Bore. That Plus, Jammed 107 SMK's, get Me into, the 2's and 3's with My, 6 XC. Take a Look at what, the Bench Rest shooters "Toe Area" of their Rifles look Like, on youTube. ( I made a sheet Metal, Bracket for the Front and used, a Long Screw to Secure the Back, to the stock).
I get NO Vertical of my Groups, Now, just Round "BugHoles", with this, Homemade, Toe Runner. Good Luck !
My Pillar Bedded, H-S Precision stock, HAD way too MUCH, Toe Angle towards, the Pistol grip !
