Trouble with 28 Nosler Brass trimming

Hello everyone. I have a friend who has a 28 Nosler. We are trying to work up a load for his rifle. I have several boxes of once fired Hornady ammo. Tonight I tried trimming some of the brass and I cannot get it trimmed. I am using an L.E Wislon trimmer and am putting a ton of force on it and cannot get the blades to bite into the brass. I thought it was my trimmer so I trimmed some 30-30, 30-06, and 25-06 with ease. The blades bit right into it and started cutting.

Is 28 Nosler Hornady brass simply known for being extremely hard? Thanks in advance for the help.
 
Most once fired brass is still on the short side. Does it need trimming? Over trimming helps with the carbon ring formation.

This brass is supposed to be trimmed at 2.570". The fire cases are measuring 2.595. So they are growing quite a bit. I am measuring, trimming, then rinse wash and repeat. I was able to trim five last night, but it took significant effort. I was debating using a hammer to tap them.
