Only way to avoid the requirement of 60 votes to pass the bill was to keep it about the tax only. You can try and blame the Republicans, but that is how the Senate rules work. I am by far not the sharpest tool in the shed when it comes to the fine points of political shenanigans so I was ignorant of the above statement, but the lobbyists of the GOA and other pro-gun organizations should certainly be fully aware. But I do know that with the slim margin in the Senate 60 votes is a definite impossibility. Aside from the democrats, we’re amazed when on the rare occasions ALL of the republicans vote in our favor. It would be nice to know when I’m making my donations to fight for these issues that I’m being fully informed by the organization that is happily collecting my funds. If I’d been informed that it would merely remove the tax issue I would have still donated. But I feel kinda hoodwinked with all of the grandiose claims of removing these items from the NFA and gutting the ATF. I see the way bureaucracies deal with records every day and you are correct. They are seen as low level admin, and as such no-one really cares until they want something. By then it's probably been moved around, not indexed correctly, accidentally destroyed, withdrawn and never returned etc. etc. I wouldn't be surprised if some things get accidentally destroyed on purposeNFRTR is hardly accurate as it is. I have been inspected multiple times and have not had the NFA branch's print out match my books even once.
Up until 1983 the the NFRTR was kept on a Roledex. Any records before 68 are 50/50 whether ATF has them.
