Sierra's new data and my results, not even close?

Man I hope i'm not breaking a bunch of copyright laws here but this is a pic of the page right from Sierras new load data book. I just received this book like 4 days ago.

I’ll probably buy the new version next pay check so seems you’re advertising
 
If your charge weight was indeed 36.9 gr, then is there is a chance you used a different slower burning powder by accident ??

I just got my new Sierra load data book and was making loads for my 22-250 for testing with the 69gr bullet and Reloader 16 at the listed 2.350 which gives me a .008 jump in my Shilen 8T 26 inch barrel. Sierra has a max load of 37.5gr and a listed velocity of 3400 this is also their "accuracy" load. Well my barrel is longer than their listed barrel so I reduced this load slightly hoping to get around that 3400fps. My load at 36.9gr only posted a 2844fps? This did not even make their slowest loading? Not sure how this can be, they cant be that far off??
Obviously I have an older book this is the fifth edition does not even list reloader 16 and has reloader 15

Again it’s the fifth edition but here you go
 
I deleted my previous entries because I have another trip to the range scheduled. I feared that other would attempt my loads and damage stuff.

I see all this a some sort of simple screw up.

Was in fact Re16 used, that container marked "Reloder 16", "Exceptional Temperature Stabilty" ?
Was the actual charge weight 36.9 grains?
Was the actual bullet a 69 grain bullet?
Were the instructions for the Labradar followed?
Do you trust Sierra data?
Do you trust Alliant (they might discuss all this with a consumer)

I shot up some .22-.250 Re16 loads with 75 grain Hornady ELDM bullets and obtained average velocities of 3357 fps. No big deal - not worth a big discussion, like pages of entries. I did check out Alliant Re16 data to get some idea of how Re16 compared with H4350 and started with a conservative load. I plan to reduce loads .5 grain and work on accuracy.

The low velocities have nothing to do with the Re 16. Sierra is not about to publish fake stuff and Alliant makes an extraordinary effort to put the right powder in the right container and produce consistent lot to lot powders.

This strongly suggests a screw up vs. fake data or bad powder.

I eagerly await my next excursion with Re 16 & 75 ELDM bullets in my .22-.250(s). I plan to shoot up 10 for the chrony and do some distribution stats on them to give me some idea of velocity ranges for big bunch of ammo.
 
Looking at the numbers in the new reloading manual, I'm thinking you are using a beam scale to weigh like I do, but you set the large poise to 30 grains instead of 35. Add the 1.9 and you've got 31.9 instead of 36.9. I've made that exact mistake before, and the numbers seem to line up with the speed you're seeing.
