I think it is more relative than that, Tim. If you shot a 2" group in a 25 knot, gusty wind, that would constitute a "screamer". But, in normal conditions and 600 yard benchrest, that definition is as good as any.

This past year, IBS tightened up the requirements for a screamer.

At 600, 5 shots, it went from 1.30" to .99" and under.

At 1000, 5 shots (Light Gun), it went from 4.00" to 2.99" and under.
10 shots (Heavy Gun), it went from 5.5" to 4.99" and under.

I took this from PS magazine, but in there it does not clarify the third digit, which I'm assuming is a 9 also, as we measure groups to the thousands.

No, I shouldn't have said IBS. It's just a PS magazine thing they've been doing for years. You can send in the particulars of your group, range, etc, and get a screamer patch, but only two per person, per year. First come, first served, as they only order X amount of patches per year.
