I don't think I'm making it any more difficult than it is? But you are mixing part of one sentence with another and ignoring parts you find it convenient to ignore.

The 2" rule applies to "rests" but if you want to apply it to a bipod you would have to apply the "two inches on a given side" part of the rule. Thus "Separate flat boards and or plates not exceeding the dimensions of the individual rests by two inches on a given side" could only exceed the dimensions of the bipod by 2" side to side AND front to back. By your view of the rules you could even interpret the rule to imply a small board under each foot of the bipod.

The bipod rule simply states as wide as necessary and no more than 12" front to back.

Wrong. The way the language is intended, and most commonly interpreted by match directors, referees, etc. is no more than 12 inches deep, front to back, and as wide as necessary for the bipod at its max width, plus two inches on each side so the dang thing isn't slipping off every couple shots.

Stop making this harder than it needs to be.

"...not exceeding the dimensions of the individual rests by two inches on a given side..." is from 3.4.1(b)(2) which is the section that is addressing F-TR Rests. With that typed, the 2" is applicable to the width of plates/boards under a bipod/rest/support for US NRA F-TR rifles.

Actually the rule you reference reads as follows:
"3.4.1.(b) (2)

The use of “tables” i.e. a single flat solid surface extending under both front rest and rear bag is prohibited. Carpet or similarly flexible matting may be placed under the front rest and rear bag. Separate flat boards and or plates not exceeding the dimensions of the individual rests by two inches on a given side may also be placed under the front rest and rear bag. In the case of a bipod, the board or plate may be as wide as necessary to accommodate the bipod at its widest point, but not be more than 12” front to rear. It is not permitted to provide tracks for the guidance of bipod feet. No levelling screws or protrusions are allowed on these boards or plates. They must be flat on the top and bottom."

However, 3.4.1(b) appears to eliminate any rest other than a sling or bipod for F-TR:
"F-Class Target Rifle (F-TR) Rests - A bipod and/or sling are the only
allowed front supports for the F-TR rifle. The rifle may be supported by a bipod and/or sling and a rear support which provide no positive mechanical method for returning it to its precise point of aim for the prior shot ..."

Page 68 adresses F Class rests/ bipods

If one actually thinks through the rule, it makes sense as it is now written;
A rest will be a fixed size, the width of most bipods are not.

Exactly, anyone that is trying to apply the 2" rule to bipods is mistakenly applying part of the rule for "rests".

The rule is poorly written, whoever cut and pasted the rule from F Open obviously doesn't shoot F/TR.
