I had a very similar R700, (HS stock, HB, cal) purchased new from the factory. the gun shot like a remington 1100 with all but one load, and that one load worked quite well for a factory gun (5/8 MOA) when borescoped, good god, the barrel looked like the ass end of the moon. tooling marks, pitting etc. I ended up shooting it for several years like that, because... well....it got the job done if fed its pet load. many, many PD's accumulated frequent flier miles on that shitty tube. that was 1995... I'd be alarmed if the quality has gone down!
I still have that same R700. recently rebarreled (3rd rebarrel) Krieger 12T. the only thing that is still factory is the action and bolt. After replacing most of the important bits and a giving the action a spin on the lathe, it shoots amazingly well!
Remington itself has admitted QC issues. with the excellent selection of custom actions / bbls available today, I see no reason to purchase factory. (other than $$$)
