Remington 700 Bolt - Claw Missing

At the bottom of the first pic there is something that looks like maybe an extractor. It's in the correct location. The ejector pin, if it's stock, has been ground down from the machine marks.
 
The extractor lip and rivet are clearly visible in the pictures...rivet is at 1:30 and the extractor lip at 5:00.
 
The picture of the bolt face in the second set clearly shows a relief around the ejector. Therefore it is obvious to me that the bolt face has been reduced for a PPC cartridge. The extractor groove wasn't reduced so it's still set for a .473 boltface. That doesn't leave enough extractor sticking out from behind the modified boltface to give reliable extractor/rim engagement. Soooo, the only way out that I see is replacement of the extractor with a Sako or AR15 style extractor.
