Don't assume the rifle's rail is 100% pararell with the barrel.
Most of the time they're close, but sometimes the barrel cants away from the rail/top of the receiver.
Take a longer ruler and measure the space between the ruler and barrel near the receiver and at the end of the barrel and you'll know if that's the issue.
Don't measure to the top of the barrel but as close to the center of the bore as possible.
