You're gonna' build a rifle for this guy and he's not willing to GIVE you his used brass? Give me a break.
If he insists on selling his used brass to you at retail prices, quote him an assembly fee of $1000 to put his rifle together if he pays for the components.

I took most of the comments as tongue and cheek. $.40 is reasonable if your use the same reamer and set up the headspace as close to identical as you can.
I do question your numbers for loaded Lapua vs loaded 6CM, but it really makes no difference as you have a use for the BR brass.
I'm sure he'll be tickled shitless with a 6BR. Everyone I know own who has one loves it.

My bad on the 6mmBR vs. Creedmoor pricing. I was thinking of 6.5x47 Lapua which is around $2.30 per round. The cheapest Lapua brand BR ammo with Scenar bullets I found is $1.60 per round. Creedmoor is only 90 cents each so there is a cost advantage to the Creedmoor. But the Creedmore is Hunting ammo by Hornady. I doubt the Creedmoor Hornady ammo would compare well to Lapua Scenar ammo.
