"pull down" components are typically bullets and powder from Military munitions that have been disassembled. Some cheap people like myself have purchased those components and reused them in assembling their own ammunition. And depending on the shooting game, sometimes those inexpensive pulled down reloads can even be competitive.
Pulled down usually means they were disassembled for components. If they were disassembled and put back to gether they are probably safe to shoot but plinking is all they are good for inless they have match bullets ,then maybe they could be good enough for target practice but I would shoot a match with them.
Pull down refers to disassembled military ammo typically. There will be pull down brass, powder, and bullets. If you're buying reassembled ammo from pull down components the quality is going to be dependent on the quality of the disassembly and reassembly process. Bullets and brass can be badly damaged during that process.
I use pull down components for loading plinking ammo for my AR. They're fine as long as you cull out the bad ones. I don't know that I'd buy them already loaded unless it's from a very reputable place at a pretty steep discount.
