It would be an interesting exercise in electro mechanics to manufacture such a tool to seat primers. My Dillon 1050 primer seater was really good, and built into the press with the rest of the progressive steps. I would imagine someone could create something similar.
As far as hand primers go, I like the RCBS APS hand primer. Though my hand does feel fatigued after a couple hundred cartridges. Thing I like about it most is that one does not have to handle or touch the primers, and no cocked or backwards primers either, as I would get with my Lee AutoPrime.
There probably is a better tool, but the RCBS has worked well for me so far.
