No it isn’t
Palma Alliance is 155 grains of commitment, passion, and determination.
Determination was needed for the wind at Harris, MN this last weekend. Had I not been committed I would have used a 6.5 284 and still been beat up.
Not sure how some of the others guys shot so well. What is a good wind strategy for gusty winds?

Experience and the determination to overcome it better than anyone else. That target OWES you a 10 or better on every single shot.
After that many eights.... I need to start looking for a few elevens or twelves

Unless I am missing sarcasm, the target owes you nothing. If you do your part, the target will reflect your efforts. The target is unforgiving in that.
I would stick with commitment, passion, and determination, and that will "nurture" and give you the experience. It doesn't hurt to be aggressive with your sights either.

Yeah, like they do in archery 3D animai tourney's....the center 12's are far less risky than the low 12's.

I think it is a barrel, brass, primers, and bullets. Pretty cool to be giving away something like that.

The prize package consists of an Obermeyer Palma barrel blank, a Whidden sizer die, 100 Lapua Palma cases, and 500 Wolf Small Rilfe Primers. All of these items were donated by some very generous Palma Alliance members, and the package will be awarded to a new (or new-ish) shooter at the 2018 Midwest Palma.
You forgot the box of 100 155 grain Lapua Scenar-L’s....
