Number of fouling shots needed.

The number of foulers required is also dependent on what the last bore treatment you put in the bore since the last shot. IME using Kroil requires more foulers than a generous coat of good bore oil which is then patched out with a loose patch. Using this method, I normally only require one fouler. Using Rem Oil or any oil with teflon in the bore may be the worst offender of this problem.
I'm letting wipe out soak for 4 hours then nylon brush, then dry patch until 100% white on patches.
 
I know little about this for sure but imo fouling is about the burn and the burn is about pressure. 1st shot with a clean lubed barrel is probably a lower pressure resulting in a dirtier fouling not to mention the powder residue mixes with oil residue. 2nd shot more pressure due to the residue left by the low pressure burn and dirtier bore left by shot number 1. The 3rd shot imo opinion is the one that lays the 1st consistent fouling.
 
The basic answer as stated, all barrels are different. I've had custom that required 4-5 shots to settle down, a factory Savage needed 20, but then shot like a house a fire. Since I compete, I never go to a match with a clean barrel, depending on the rifle 5-10 foulers after a good cleaning are fine. I want sighters to be sighters, not fouling shots, I need to count on where they hit to make accurate adjustments.
 
The Rock Creek bbl that i am using right now.. only needs one shot from a clean bore to then be on point after that.
 
I had a Weatherby accurate it would take 10 to 15 shots before it would settle down and shoot after every cleaning
