Need help! What is this die set??

[Mr.Spradlin]

This die set was in my mentors equipment and I am sure it belonged to his late brother Denny Andrews.
It has 4 bushings each one has a mark 1 thru 4. It looks like a die to take a parent case and turn it into another case.
I can only think of Skip Otto and Butch Lambert that would have made anything like this.

All the help I can get would be greatly appreciated.

The IDs may pin it down a bit from the "start" to "finish".

Think these might have been made long time ago. Denny won worlds over in Finland back in the 90s
