Need Advice on Best Factory .223 Bolt Rifle for $1,000 or Less

I’m a little late to this thread. I live in Wyoming and shoot varmints 2to3 times a week. A year ago I bought a TC Compass 9 twist in 223. I shoot 77 SMK and at 200 yds it shoots into an inch. I couldn’t be happier with this rifle. The trigger did take some tuning but for $269 it may be the Best Buy I’ve ever made.
 
If Tikka had a 1:7 twist I may have bought it, but then I still would have to spend more $ on a stock. I wanted to be able to stabilize the Heavy bullets for long range.
The Ruger precision stock is pretty decent. It's more usable with the LOP and cheek adjustments.
 
I've been happy with my 1:9 twist CZ527 in .223 Remington. I picked it up for $350 delivered which, admittedly, is not a common sale price.

I see that Tikka's popular but I just can't see myself shooting .223-sized stuff in a long action.
 
I'm looking for the best factory .223 bolt rifle for around $1,000 for rifle only. Rifle will be used for distances up to 800 yards and would like to have at least 1:8" twist to run 75 grain projectiles. I have not found the obvious choice...yet.
Tikka heavy varmint 8 twist, $7/800 $
Savage Low Pro 7 twist SS right at $1000maybe 1100
Ruger predator 8 twist $5-$600 All tac drivers !
Savage model 12 LRPV (old ) 7 twist SS ( if you can find a good used one ) I'd pay up to $950., maybe more with certified low round count
 
The Ruger Precision in .223 is discontinued. Would new, old stock be worth looking for?
Sorry I'm late to this one, too. I picked up a used Ruger Precision .223 in late 2018, and shot some Midrange prone, across the course, and even 1000 yards with it. For the $750 I paid for it (off the classifieds here, actually), I couldnt be happier. It's a hammer. First midrange prone match with it, I shot a 595/600, well into a High Master score. I even loaded up some Sierra 90's and shot it at 1000 yards. It wasn't a trainwreck.

I even shot it at a midrange F-class 3x600, and managed a 196-7X off a $20 bipod and squeeze bag. Points dropped were all me...wind got a couple, and called bad shots. The 1 moa 10 ring is tough!

In load development, it's been a pretty repeatable .6 moa shooter....69 and 80 matchkings are what I promarily shoot through it.
