Neck turning for consistency

Building a 22br and using peterson brass. My question is neck down fireform then turn, or neck down turn then fireform?

If there is sufficient clearance for unturned/loaded rounds to be chambered, I’d recommend turning after the first firing.

I turn them before fireforming.

Neck up or down - turn - fireform.

Run em thru your 22br size die, use 5 or 6 grains bullseye pistol powder with full cases of corn cob media seal with wax paraffin bullet lube whatever to seal the mouth. When your done no barrel wear, and perfectly sized bras to run a turning mandrel in and turn to perfection.

Only way I firework or prep any new cases anymore.

I can't get an unturned cartridge in a tight neck chamber, wouldn't try one without .003 to .004 clearance.

have a .253 neck and .249 loaded rounds.
Not really sure if I need to turn or not, rifle isn't back from my Smith yet.

With that measurement, as given, you have .004 clearance which should work for fire forming just fine. The most I would do at that point, is to uniform the neck by outside turning it until you have a pencil width line of un-cut brass on one side of the turned brass.
