Lighter weight .22lr with Benchrest accuracy?

I'm very familiar with Voodoo and Rim-X but who could build a bolt action "sporter" weight rifle with benchrest accuracy? I'm not looking for another 10# .22.
 
Put, a 20" Green Mtn., SS, "Sporter Contour" Barrel, on a Ruger 10-22 with, a GOOD Trigger and, Glass Bed, the Action and the Barrels "Shank Portion" then,.. free float, the balance of, the barrel.
Mine shoots, Mid Priced, SK standard Vel. and Wolf, "Match Type" ammo, in the 3's and 4's ( 5 shots ) at, 50 Yards. Anschutz "Sporters" as Noted above, WILL Shoot,.. awesome ! ( Had One, myself )

Your question is kind of vague. Are you looking for a bonafide sporter class rifle, as in IR 50/50 sporter or a factory based rifle.

It takes a heavy stock and barrel to make either of those weigh 10lb. Maybe do the math on a lighter and shorter barrel contour? They are damn good actions and only account for a couple pounds by themselves.

The ULA mentioned is a nice rifle but is not an IR-50 sporter with that straight barrel.
I have not seen the rifle in question, but I can assure there were lots of IR legal Sporters that did not have the 'dog knot' tuner barrels on them. I owned one once, a Rem 581 in a Mike Turner 'knock off' straight-line stock with a Lilja Lt Varmint taper barrel on it. It was a purpose built rifle for IR Sporter.

FWIW can be made into one. I had a first gen ULA action built by Chet Amick, back before Turbos, when everybody was using Sako 94’s and Annie 54’s
 
I shot a ULA this year in my first ever IR-50 sporter match. Finished mid pack at the Outdoor Nationals at Fairchance. And didn't bring or shoot any of my best lots of Midas, shot some Center-X I had bought blind.
Edit...was mid pack until the last meters target, shot a miserable 231.
