ITAR Registration -- Plan on Paying your Gunsmith more...

John is a true gentleman; I think you are taking his comments out of context. He was simply asking how the ruling impacts someone with a lathe who is not a for-profit gunsmith. The answer is it does not impact you at all....except for the friends who lost their smith and will now ask you to do work for them...for free of course because they wouldn't want you to run afoul of those "for-profit" rules. :)

I suspect my sensitivities got the better of me at the moment. I own and operate a small LGS retail store front and machine shop and I imagine you know how the counter work can be. Folks come in, pull a chair up to the counter and talk about all manner of things, among the most predictable of topics being politics. I admit I get a little weary of the 'Look what they are doing to us now' line of conversation and I tend to look at too many situations through that lens.

Profit? I understand that term in theory, but folks expect me to work for free as it is . . . I get a big kick out of the 'All you gotta do is . . .' threads.

don't your customers want everything for free. or want to trade you something that you can't make money on?? or my favorite if you sale this $1500 gun and make $50 isn't that enough profit I mean how much do you expect to make???
 
Got a call back from my senators aide to Steve Daines (MT.) That he has been flooded with phone calls about this new DDTC crap and told me he was working on something in D.C. as we spoke to stop this. No matter if your a gunsmith or not we all need to call elected officials, sign petitions, vote whatever it takes to protect our rights get off our arzzes do something besides whine and cry about it.
 
Dana Loesch did a segment on this story tonight on Blaze TV, this is not going away quietly, keep up the pressure on your elected representatives...
 
After doing some additional research I have to wonder about this directive.
First, what gunsmith has been officially notified by the ATF of the need to apply for this new license?
I haven't.
Second, please send me the official ATF regulations on this new license as I do not have them nor can I find.
Third, as we all know the internet is 100% accurate. Given that where on the internet are the rules and regulations concerning this new license issue.

I was just at a local gun show and ATF personnel were there. They di not have any information of the new license or associated procedural regulations.

I guess I will conduct business as usual until some type of official information is forthcoming.

It has nothing to do do with ATF no license is involved . It a tax . Larry
 
If I redo or reshape my own stock to better fit me and my shooting because of some type of physical need, am I a manufacturer? I made the weapon accurate for me but remember it was already accurate according to the manufacturer of the weapon. How do I define accuracy? Is it the design ability of the weapon to propel a projectile to hit a target a certain way? Or, is accuracy my ability to hit the target?

My first time shooting a shotgun at the skeet range I couldn't hit anything. Then I practiced and could hit three times more than when I started. Did I increase the accuracy of the shotgun? Uh... I don't know.

This whole issue makes me sick as I have been a recreational shooter for 65 years.
Is the NRA mounting any sort of campaign to defend the rights of gunsmiths to conduct domestic business?

This really irritates me. How many people die from heroin overdoses? I think heroin is illegal. Has Obama given any thought to that. What about medical malpractice deaths?

research causes of death in the US and you will find gun violence not at the top of the list.

We can cover all these point simply.

You have to read the letter of Guidance from the The Directorate of Defense Trade Controls (DDTC) through the State Department regarding the new definitions for manufacturing through ITAR and the fee associated with this registration.

This has absolutely nothing to do with the ATFE at all, that's why the agents didn't know anything or were told not to answer any questions regarding the disposition of the information.

This is not a license but a registration fee charged annually to anyone meeting their definition of manufacturing.

This entire thread has all the links to all the pertinent writings about this regulation.

Yes, several gunsmiths I know have been notified by the ATF of all things during the inspection. They merely suggested that we should follow through.

I think thats a huge stretch....but Ive seen other agencies pull stuff like that
Trust me, i know how far fetched this can get. It won't be a primary charge, it'll be a secondary charge for a violation that brings into question the firearms you already have. Say you're out shooting and someone sees you and calls the cop. The cop knows about this new reg and he doesn't like your tone of voice when you talk to him (this isn't made up this happened to one of my best friends in California). Next thing you know you're in handcuffs and sitting at the station. He goes out of his to find something to pin on you...see where I'm going. This happened about 10yrs ago while hunting in private property. My friend lost his firearms he had in the truck and got a hefty fine for menacing with a firearm.

Very good point, I have been paying this for many years to send tools and gun parts over seas, the Feds started seizing Chamber Reamers about 4 months ago and we had to get Attorneys involved now they are letting them go through again but we must put cutting tools on the paperwork, if it says 308 Winchester or what ever it is I have to declare it as a gun part. They don't know Sh!t from shineola
 
that's per year, many small gunsmiths do few more than that yearly, are you registered with the DDTC?
