The answer from a dumb old guy, who happens to manufacture bullet making dies, along with modifying the RC and Redding presses for bullet making:

Do all Rockchucker and Big Boss presses have the cam over/toggle over feature?

"Absolutely. One of the modifications I perform is to remove that feature".

... NECK sizing - there, I blurted it out - I am guilty - I do it 99% of the time, even for my bench guns, and nothing bad has happened (so far, though I do have aluminum foil in my hat)!!

Don't be ashamed to say neck sizing because Saddam Hussein's cat preferred neck sizing also.

FAQ-Co-Ax® Press 15 “Camming Over” to Bump Case Shoulders during Full Length Sizing

Q. The Co-Ax® Press instructions say to adjust the FL Die down to touch shell holder. Other manufacturers say adjust down to touch shell holder, then go another partial turn. Then the press “cams over”, even without a shell. I’m having issues with tight bolt lift on 243 WSSM. Lowering the die helps some, but I am concerned about excessive wear on the shell holder. Is your shell holder assembly strong enough to handle lowering the die till it ‘cams over’?

A. Yes, it is strong enough. Our shell holder system is certainly designed to accommodate the “camming over” of the die against it. Many times it may be necessary to pre-stress the sizing setup to adequately “set back” the shoulder of fired rifle cases.

I don't like presses that utilize cam-over. I was so happy when Lee started making the breechlock presses, Challenger (2nd version) and Classic. They're simple, very strong and no bs. Just remember reloading is not rocket science.

Wow! Had no idea that a comment would stir so many opinions. Who's the one that made that statement. Oops. That's right. It was little ole me. I've never seen a factory RockChucker that didn't camover. Does Lyman camover too? They're all great stuff. Every manufacturer makes great stuff. We're blessed to have access to these fine products. GOD bless the USA.

Little ole you? I am not that desperate for attention, nor am I lazy. I am reminded of a movie, seems Robin Williams was talking to someone about the weather, somewhere in the response he was asked if he had a window, then he was told to open it if he wanted to know how hot it was. seems it was hot in the jungle.

If my RC presses cammed over I would know by how much in thousandths. Again, I was asked to help a builder of very fine bench rester rifle, he had an A2 RCBS press. His A2 cammed over .017" after contact. When sizing a case he had to use both hands on the handle and one foot on the bench to gain enough leverage to get the ram to BUMP! before lowering the ram.

Forgive, after sizing the case, had he been able to size the case with .017" cam over after contact he would have been happy, he ask for help because his cases were not being sized.
 
Even if a press cams over (No matter how much it cams) it will not allow a case to be bumped more then what the die will allow. Matt

I would've been po'd. Did the person return the equipment for exchange or refund? I use inexpensive equipment and brass. All sizing is as smooth as butter. Neck sizing is literally done with one finger.
