Not in competition, but the furthest I have needed to hold was 19 MOA at 1120 yards, with a 6.5x47L. Wind was 21 MPH, almost full value.

Back in the early '90's I was shooting a PPC (Police Pistol Combat) match, using 38 Special powder puff loads with a 148gr HBWC, and the wind was horrendous blowing left to right.
The B27 targets centers were about 6" apart and you had to lean into the wind and aim at the target next to you just to get on your own paper.
I haven't experienced that since, with handgun nor rifle, windy yes.
