Help to identify holes in yard

Had a hole similar to this next to Rose Bushes; sat nearby as sun set and watched about 50 Yellow Jackets returned to it.
I poured 3 pints of 90% isopropyl alcohol down the hole, and as mentioned above, capped it with a big shot of expanding foam.
One week later dug out a nest that spanned one foot square but only about 5” below the surface. Incredible amount of larvae and yet more Yellow Jackets.
 
I don't think its chipmunks.. Have not seen any of them.. I think bees but I dont see any. I filled the holes up with water a few days ago and It too a lot, but no bees came out..
 
There is a small Bumble Bee type that is known as a miner bee
and ground bee. We have them all over up here in western Pa.
I have one on my property. They are pretty harmless and are
working the area like honey bees. Mine has 2 tiny holes about 3"
apart but there is no dirt mounds present. Rains must have washed
them away. I can count 20 or more bees in the afternoon.
 
I have the exact same holes out back in my yard and mine turned out to be cicadas.
