Hazardous materials surcharge

I don’t fully understand the hazmat charge for primers and powder. The delivery driver doesn’t have a placard or credentials to haul them and I understand that the delivery to the store of purchase probably accepts it as hazmat but I would believe that the charge is already built into the price. I have a CDL and understand the endorsement but it’s not followed with the delivery company to my door.

Not in the least. Hazardous materials have limits on how much can be transported on a given vehicle and/or types of transportation that can be used. It requires special handling and monitoring and in some cases special packaging. The link @SeabeeKen provided will tell you what has to be done. It is the transport provider that incurs the bulk of the cost.

I understand what you are saying and most will probably agree why there are regulations. But I believe they are capitalizing on the $$$.

What I will never accept is why ammo ships without it.....

Perspective. Midsouth has a $23 hazmat fee. That fee represents about 1/2 hour of an employee's wage rate (including benefits). That covers multiple employee's since it requires that the seller contact and arrange arrange for a special pickup of the package and the shipper has to document the package, track weight, document and schedule the delivery of the the package along with other hazmat material on the vehicles.

You might not think that way if you could've seen the training, certifications, and credentials I had to have to haul explosives, caps, ammo, powder, bombs, etc in the military and also operate cranes. My wallet shrank by 1/3 when I retired.

The delivery drivers don't need the endorsement or the placards because they don't haul a large enough quantity of a hazard class to require a placard. They still need to obey the other requirements of 49CFR, (hazmat regs), pertaining to them as the carrier of the material. The majority of the regs fall upon the shipper of the material, (packaging, marking, labeling, shipping papers, etc.). Compliance with all the regs is likely where the hazmat surcharges arise from. The regs are quite extensive and very complicated.
 
I think the charge goes all the way back to the shipping container charge being passed on and of course added to multiple times
