Having a hard time keep the rifle from moving

Benchrest shooting. When I get ready to take the shot the crosshairs keep moving around on the target. The front rest is a Shadetree with 3 inch bag and the rear bag is a Protector. I am thinking I need a different rear bag, maybe ? The rifle is a Savage model 12 in 223 with a 30 inch full bull barrel on an HS precision stock..
I have two Model 12 BR rifles and a Shadetree top also. Both my stocks are 2 7/8 wide and will move around unless you tighten up the clamps that squeeze the front. I actually have added spacers between the clamp and bag. I also like to bottom out my joy stick and use the back leg to do the final elevation. Also! My rear bag is a protector doctor bag. It helps to pound the stock down in it when I set up.

Rear bag with ears that are too wide
 
In addition to the above responses I’ll ask if the bench top is concrete and stable or plywood and perhaps flexing slightly when you lean forward ?
Added thought, a 30 inch bull barrel may be taking the rifles balance point to far forward making the rear too sensitive.

After reading this reply I added 3.5 pounds to the rear of my rifle. I can already tell a difference in stability.
